Beatriz Perales at the post-ISPOR Day

Today was held the Post ISPOR 2023 Conference, where the priorities in the evaluation and financing of medicines and medical devices in Spain were addressed.
Beatriz Perales Zamorano, member of the Board of AELMHU, participated in the round table discussion where the critical points in the evaluation and financing were discussed and debated, providing our proposals for the evaluation of orphan drugs and that could be taken into account for the upcoming changes proposed by the Ministry of Health.

During the conference, César Hernández, Director General of the Common Portfolio of NHS Services and Pharmacy of the Ministry of Health, presented 10 key and priority points on which the Ministry is working:

  • To have a strong innovative fabric that generates knowledge, employment and access to potential treatments.
  • Align evaluation in Spain with the HTA Regulation and separate evaluation from decision making.
  • Design a system for early access to innovation in the face of unmet needs, not as a commercial opportunity.
  • Establish provisional or conditional approval processes, so that access does not put pressure on negotiations.
  • Reach financing agreements conditioned to the generation of evidence.
  • Endow the system with legitimacy through a participatory and transparent process.
  • Develop a complete conceptual framework (documents, guidelines, directives) to make the system predictable.
  • Facilitate the regulatory adoption of new indications for drugs already on the market and an appropriate recognition system.
  • Taking care of strategic drugs to keep them on the market.
  • Develop a Strategic Plan for the Pharmaceutical Industry that includes innovation, access and sustainability.
